IN CONJUNCTION WITH THE WORLD EQUESTRIAN GAMES:
EXECUTIVE BOARD MEETINGS

The Executive Board met twice in Rome during the WEG. In addition to the discussion concerning the World Cup Jumping (see below), the following main points resulted from the meetings :

- The Finance Committeeís recommendations regarding the operating and investment budgets for the financial year 1999 were accepted

- The Board approved the Vaulting Committeeís proposal for recognition of the newly formed International Vaulting Club (IVC). Its Chairman would be invited as observer to the annual Vaulting Committee meetings.

THE WORLD CUP JUMPING IN THE 1998/99 SEASON

The Executive Board of the FEI, at its meeting during the World Equestrian Games in Rome, and in the presence of the World Cup Director, discussed the set-up of the FEI World Cup Jumping in the first season after the withdrawal of Volvo.

It noted with satisfaction that there will be approx. 110 preliminary competitions in 13 leagues during the 1998/99 season (in the previous season there were 115 competitions). The Executive Board regrets the withdrawal this season of Brussels and Sevilla, and hopes that they will be back in the 1999/2000 season. On the other hand there are two new World Cup events in Singapore and in Almaty (Kazakhstan). The 21st Final will be held 21-25 April 1999 in G–teborg's Scandinavium Arena.

The Executive Board thanks BCM for the sponsorship given to the events in Central Europe. As to the Western European League the Executive Board notes that, since the intended full partnership sponsorship was not achieved by BCM, it is up to each event to accept the reduced package. In principle each Western European World Cup Jumping event may acquire its own World Cup sponsor.

In addition to the full World Cup calendar in Western Europe, the FEI has given its approval in principle to have a Grand Slam Challenge of a reduced number of World Cup events. No extra World Cup points can be earned at these World Cup Grand Slam events. There is no Grand Slam point system and no prize at the end of the season. There will be, however, bonuses for winning 3 or more Grand Slam competitions in a row. There will be 7 Grand Slam events (out of 12 World Cup events this season 1998/99)

EVENTING COMMITTEE MEETING

The Three Day Event Committee met near Pratoni del Vivaro (ITA) on 26 and 27 September 1998 before the Three Day Event Competitions of the World Equestrian Games. The following items were on the agenda:

- For the 2000 Olympic Games in Sydney, rules applying to the two competitions and their relationship such as the transfer from the Team competition to the Individual competition, substitutions, team scores following elimination of a team and starting order for the Team Jumping Test were clarified and rewritten for the Olympic Regulations.

- Following the Bureauís acceptance in November 1997 to allow CCIOs at all four levels of difficulty, and to allow these events to be exempted from the expenses paid by the OC to teams as required by GR Art. 132.1, the Executive Board approved the additional proposal of the Committee: "In regard to invitations for CCIOs, at least five foreign nations must always be invited. All foreign nations must be invited to start a minimum of six competitors (or less if they wish). The number of competitors from the host nation will be unlimited."

- The new scoring system for Eventing was re-evaluated. The committee concluded that a working group would be created to conduct a full review of the Jumping Test in order to increase its influence on the final score.

- In order to further develop the sport, the creation of more CCIOs, CIC series and 4 star events would be emphasized. The Eventing Development Program included projects with Olympic Solidarity and FEI Development Funding. A specific program would be developed for 1999 for Eastern European countries. A CIC series for developing countries was also projected.

- World-wide standards for Dressage Judging, Course Designing and security were discussed and elaborated upon.

- The creation of a booklet for standardisation of Eventing terminology was undertaken and would be circulated to the commentators and media when finalized. A Crisis Management Plan for Three Day Events was further detailed for the use of Eventing Organisers.

FEI-PERA-HUSKY WORLD EVENT RIDER RANKINGS LAUNCHED

The FEI-Husky-PERA World Event Rider Rankings were launched on the 2nd of October in Pratoni del Vivaro in conjunction with the Three Day Event World Championship. A signing ceremony was organised in the presence of H.R.H. The Infanta DoÒa Pilar de BorbÛn, FEI President, Mr Giuseppe Veronesi of Husky and Mr Mark Todd, President of PERA.

The Professional Event Riders Association (PERA) together with its Rankings partner Husky Corporation, have decided to introduce three new categories into the rankings, in order to compliment the existing FEI Global and Zone classifications and to reflect PERA and Huskyís commitment to improving the quality of information provided to the worldís media.

  1. The World No 1 Horse Trophy will be awarded to the leading points earning horse in the World Rankings.
  2. The Stibbe Cup, supported by Daddy Stibbe, will be awarded at the end of the season to the owner or owner-sponsor with the highest number of points gained by their horses in the rankings.
  3. Husky "Rookie of the Year": as in the previous years, there will be a trophy to the highest placed rider entering the rankings for the first time, sponsored by Husky.

Global and Zone prize fund for 1998 amounts to £48í000 (CHF 110í000).

THREE DAY EVENT OPEN FORUM

The traditional annual three day event open-forum took place in Pratoni del Vivaro (ITA) on the 5th of October 1998 just after the Three Day Event Competitions of the World Equestrian Games. The following list of items were presented and discussed with the Members of the Committee:

  • Communication with NFs
  • CIC Series - future extension towards a World Cup
  • Development of CCIOs and CCI****
  • Postponement of World Individual Eventing Championship
  • Development projects for Eventing including appointment of Eventing Development Officers
  • New scoring system for Eventing
  • Creation of a Eventing working group for the review of the Jumping Test
  • Training of FEI Eventing Officials
  • Introduction of a 3 star Dressage Test
  • Change of terminology in the discipline

JUMPING COMMITTEE MEETING

The Jumping Committee held its annual statutory meeting in Rome (ITA) on the 3rd of October on the occasion of the World Equestrian Games.

Among a number of the items discussed were the following:

  • Training sessions at international events will be reduced to 90 seconds per horse for those organizers wishing to offer this facility to competitors.
  • The Committee will present a proposal outlining a Nations Cup star system to the Bureau for approval on the occasion of its meeting in November.
  • The Committee approved, in principle, the idea of a European Jumping Ridersí Cup and agreed to support the IJRC in its efforts to organize this series. The rules for this cup need to be elaborated.
  • The Committee agreed to increase the number of competitions at which competitors may qualify for the Olympic Games and Championships.

FEI/BCM WORLD JUMPING RANKINGS: SLOOTHAAK AND POMEL MOVE INTO THE TOP 10

The Samsung Nations Cup Final in Donaueschingen and the WEG in Rome, especially the Change-of-Horse Final among the top four, had a major influence on the FEI/BCM World Jumping Rankings. There was no change in the Top Three: Ludger Beerbaum has been Number One for eight months running, ahead of Simon and Lansink. And then everything changed.

Rodrigo Pessoa, the World Champion, moved from 6th to 4th, and Willi Melliger from 10th to 5th. Franke Sloothaak, who disappeared from the Top Ten in December last year, and who was 24th last month, is now 7th, and Thierry Pomel moved from 21st to 8th.

John Whitaker dropped from 5th to 9th - Geoff Billington from 7th to 10th. Out of the Top Ten are Jan Tops and Piet Raymakers.

A similar drastic change is visible among the lady riders. Last month's Number One woman, Helena Weinberg - who did not compete in Donaueschingen and who was reserve in Rome - dropped from 14th to 23rd, while Alison Firestone, last month only 26th, is now the Number One among the women, in 16th place.

WORLD ENDURANCE CHAMPIONSHIP ABU DHABI-DUBAI (UAE)

NEW BUREAU OF THE INTERNATIONAL ALLIANCE OF EQUESTRIAN JOURNALISTS

The 1998 General Assembly of the IAEJ elected the following members to the Bureau for a period of 4 years: President : Susan Jane Anstey (CAN); vice-president: Gabriele Morhmann Pochammer (GER); vice-president: Alban Poudret (SUI); Secretary: Nancy Jaffer (USA); Members: Peter Llewellyn (photographers representative), Julie Wilson (AUS), Tessie Sjostedt (SWE), Milena Dragisic (CRO), Lucia Montanarella - (ITA).

IN MEMORIAM

Mr Geert van der Veen (NED), the Breeding Manager of the Dutch Studbook KWPN, died on the 1st October 1998 of cardiac arrest. He was 54 yeas old. Mr van der Veen was the Chairman of the Breeding Committee of the World Breeding Federation for Sport Horses.

Ms Yvonne Collard (CAN), one of the most active international FEI Jumping judges in North America, passed away on October 5 1998, after a short illness, of cancer. She was 70 years old.

Mr Andrej Franetic (SLO) ex Stud-Director of the famous Lipica Stud (SLO), passed away on the 10th of October, 1998. From 1971 to 1996 Mr Franetic successfully managed the Lipica Stud. Thanks to his hard work and dedication, Lipica became world-wide known as the birth place of the famous Lippizan horse and Mr Franetic was the one who opened the way for international competition for this Lipizzan Stud horses. Lipica hosted its first-ever International Dressage event in 1974. Since then, Lipica has been included in the FEI Calendar of International events and has organised competitions as prestigious as World Cup Events and a European Championship.

S.E. M. Carlos Ferrer Salat (ESP), President of the Spanish Olympic Committee since 1987 passed away on October 18 at the age of 67. Winner in 1953 of the Spanish Tennis Championships and key player of the Spanish team in the Davis Cup of 1953 and 54, he was a versatile sportsman who played not only tennis but also golf, sailing, gymnastics and riding among others. Member of the IOC since 1985, S.E. M. Carlos Ferrer was member, then vice-chairman of the IOC Finance Commission and 1st Vice-president of the Organising Committee of the 1992 Olympic Games in Barcelona. Famous entrepreneur, cosmopolitan, Mr. Ferrer was involved in many European institutions and received many distinctions and awards, including the French LÈgion díHonneur.

At the beginning of October, S.E. M. Ferrer came to Rome a few days on the occasion of the World Equestrian Games, to support his talented daughter, Beatriz, who was competing in the Dressage Spanish team.
