21ST FEI World Cup Final In Göteborg, Sweden
Rodrigo Pessoa (BRA), the defending World Cup Champion and also the current World Champion, repeated his 1998 Helsinki victory at the 21st Final, held 21-25 April 1999 in Göteborg. With only one knock-down on Baloubet du Rouet in five rounds Pessoa won with 4 penalty points ahead of Trevor Coyle (IRL) on Cruising (5.5), Rene Tebbel (GER) on Radiator (8.25), Beat Mändli (SUI) on Pozitano (11.5) and Michael Whitaker (GBR) on Ashley (15). Lesley McNaught (SUI) on Dulf and Meredith Michaels Beerbaum (GER) on Stella were the leading lady riders - they shared sixth place with Ludger Beerbaum (GER), Nicole Shahinian Simpson (USA) on Cirka Z was, in 11th place, the top placed American.

After the winner of the South East Asian League, Antoinette Leviste (PHI), withdrew from the Final, there were 41 starters in the initial Table C competition. Rodrigo Pessoa was the winner, and thus early leader, ahead of Beat Mändli, Ludger Beerbaum on Ratina, Lesley McNaught, Meredith Michaels Beerbaum and Trevor Coyle.

In the second Final competition on Friday, a Table A with one jump-off over a technically demanding course, 13 riders went clear. Among them were 5 of the 6 top placed from Thursday; only Mändli had one knock-down. In the jump-off victory went to John Whitaker on Heyman, ahead of Nona Garson of the United States on Rhythmical and Peter Charles (IRL) on Nustria. Rodrigo Pessoa was fourth, Trevor Coyle 7th and Rene Tebbel 12th.

In the standings after 2 of 3 competitions, Pessoa was in the lead with 0 points, ahead of Coyle (4.5), Ludger Beerbaum, McNaught and Meredith Michaels Beerbaum (5 each), Hendrix (NED) and Garson (USA) (5.5 each), Mändli (7), Tebbel and Charles (8 each).

The 3rd Final competition, 2 rounds without a jump-off, on Sunday saw only one double clear: Michael Whitaker on Ashley. Rene Tebbel had 0 and .25 time faults; Coyle ended both rounds with .50 time faults. Rodrigo Pessoa had a knock-down in the first round but, going last again, went clear in the second round.

The 21st Final was also the 10th held in Göteborg's Scandinavium arena. It was superbly arranged, and brought excellent sport. Olaf Petersen (GER) was the Course Designer. Subsequently to the Finals held in Berlin 1985, Dortmund 1990 and Göteborg 1995, this was the the fourth time Petersen acted as course designer at the Final.

Meeting of The World Cup Group
The World Cup Working Group met during the 21st FEI World Cup Final, on Sunday, 25 April 1999, In Göteborg. Present were the five members (Bo Helander, Secretary General, Olaf Petersen, Chairman of the Jumping Committee, Max E. Ammann, World Cup Director, Tom Gordin (FIN) representing the Organisers Association IEOA, and Ludger Beerbaum (GER), representing the riders), and two guests: Freddy Serpieri, 1st Vice President of the FEI and the Frank Chapot (USA), chef d'equipe of the U.S. team.

The following items were discussed:
- Based on a request received by CSI-W Bordeaux, the introduction of a fixed time frame for running a competition was discussed. The Jumping Committee will further discuss and consider if rules for fixed time frames should be established and, if yes, if this may be used for World Cup competitions.

- The Working Group did not consider a verbal application for a World Cup status for CSI Stockholm since no formal request had been presented in writing. Members of the Working Group did however have a hearing with representatives of a CSI planned to take place in Oviedo (ESP).

- The calendar for the 14 leagues in the 1999/2000 season was approved.

The Working Group confirmed that it does not wish a Grand Slam within the World Cup, as it is opposed to having a series within a series.

- As to the allocation of the 2001 World Cup Final. the 15 Western European organisers will receive, in early summer, the bidding documentation with technical, administrative and financial requirements.

- It was decided not to hold a Pre-Final in 2000 since most overseas riders will travel directly to Las Vegas. The staging of a Pre-Final should, however, be resumed in 2001.

- The matter of reducing the number of Canadian starters in future Finals was discussed, in view of the fact that Canada could only send two riders to the 1999 Final.. Since the 2000 Final will take place in the USA three Canadian riders will be permitted to participate. The matter will be considered during the Final in Las Vegas.

- The Working Group also discussed a proposal for a new World Cup formula. This discussion was continued when the Working Group met with the Western European CSI-W organisers. The proposal found the approval of the riders and the organisers. It was pointed out by members of the Working Group that this is quite a drastic change. Before such a change is introduced, serious consideration would be given to all the possible consequences, with emphasis on the possible reaction of the home broadcaster, the paying public, etc.

- It was decided to ask the Jumping Committee to present a formula based on the following: On Friday all riders at a CSI-W compete in a Table A competition against the clock. The top 18 riders qualify for the World Cup competition on Saturday afternoon or Saturday evening. If a home rider is not among the 18, one - possibly two - home rider(s) may compete in the World Cup bringing the numbers of starters to 19 or 20.

The above will allow Eurosport to broadcast the World Cup as a one-hour live or delayed live programme on Saturday evening, 9-10 p.m.

- The Western European CSI-W organisers agreed to continue paying the franchising fee of CHF 25'000 to the FEI. Part of the income will be used to support the Eurosport broadcasts.
